Shouldit be illegal for children under the age of 18 to have sex?

if its not illegal for them then why can't someone older than 18 be allowed to have sex with a minor? oohhhh its ok for minors to have casual fun sex but if an adult does it its criminal.

I think it should be illegal and punishment should be applied such as community service for first offense, juvenile detention for 1 month second offense and 1 year jail time for 3rd offenders. This should curb teen pregancies. I mean if alcohol is ILLEGAL what about sex??? stupid American laws.

In Japan the legal age for people to have sex is 13
they saw that popes were raping young boys and they said

"hey! >=o! we can do it better! LEGALLY!*
